Minutes of the meeting of Baston Parish Council held REMOTELY during Thursday 14th May 2020

18/20 Chairman’s Remarks – None.
 
19/20 Disclosure of Interests – None.
 
20/20 Co-option of Councillor(s) – Item to be left on agenda until Parish Council meet again.
 
21/20 Minutes of the last meeting –
It was resolved that the minutes of the last meeting held 9th April 2020 be approved and signed as a true and accurate record.  Proposed Cllr Fidler, seconded Cllr Kelly all in agreement.
 
22/20 Clerks report on matters outstanding –
Currently working on accounts - as our income and expenditure is below 25,000 we can complete Certificate of Exemption (will circulate a copy to all prior to June meeting for signing off) -we still have to complete rest of accounts and have them checked by an Internal Auditor but there is no charge from PKF Littlejohn as they do not do a full audit under above amounts.
Noticeboards - David is planning to fix/refresh during July/August.
Website - continuing to put info on - at the moment awaiting date for course assume may be late summer.
Planning Applications - new applications/decisions being circulated to all.
 
23/20 Planning –
S20/0509 – Relocation of existing access at Arnewood, 5 Baston Outgang Road PE6 9PT. Cllr Moss expressed concern that SKDC had not addressed our comments regarding this application.
Planning lists still coming through from SKDC.
 
24/20 Finance –
Payments to be made:
Wendy Gray, Parish Clerk – May £346.63 via SO
Community Cleaner – April 2020 - £65.68
BDG Mowing – April £560.00
Graytones Printers £30.00 - printing of the contact cards for the Church at the start of the lockdown.
Alan Hutchins (Bench Seat Plaques) £73.68 reimbursement of online purchase of the commemorative plaques for the bench seats.
Cllr Fidler proposed payments were made, seconded Cllr Plant, all in agreement.  Income Received (Benches) – £ 822.92
 
25/20 Highways –
Nothing to report.
 
26/20 Grass cutting –
Contractors have done a good job.
 
27/20 Baston Naturehood –
No update.
 
28/20 Village Concerns –
None.
 
29/20 Street Furniture –
Carmen Hull has paid us for her new bench seat, its installation in Aveland Way, and the engraving and affixing of a commemorative plaque. Similarly, Sandra Taylor has reimbursed us for the cost of refurbishing the existing bench seat on Main Street in front of the playing fields, and the engraving and affixing of a commemorative plaque.
 
Cllr Moss provided details of several dog waste bin options. The only issue is that of regular emptying of the bins which is still to be resolved.  SKDC have confirmed that they are unable to provide that service.

The Parish Council are looking to source extra dog waste bins as there is a few people highlighting the issue of dog fouling at the moment.

Cllr Hearne offered her resignation due to health issues with immediate effect.
