DRAFT Minutes of the meeting of Baston Parish Council held on Thursday 9th May 2019 at The Barn following Annual Parish Council Meeting

Open Forum – None.
33/19 Chairman’s Remarks – The Chairman welcomed everyone to the meeting.  2 new defibs have been installed – one outside Black Horse and one just outside the Barn – survey done by CHT identified these as ideal locations.  Not registered yet but ready for action if need to be used.  Need to decide what we do with the old one, ideas offering up for sale/keep as a spare.  Cabinet outside garage needs removing!!  Agenda item for June meeting “Old Defib”.  
 
34/19 Apologies for absence & reasons given – Cllr Kelly (holiday)
 
35/19 Disclosure of Interests – None.
 
36/19 Minutes of the last meeting – It was resolved that the minutes of the last meeting held 11th April 2019 be approved and signed as a true and accurate record.  Proposed Cllr Fidler, seconded Cllr Easey – (AH/LG) all in favour.
 
37/19 Clerks report on matters outstanding –
Driveway (over culvert) – Enforcement Officer responded to our emails – will be making a further visit to property and report back.
S15/0111 Outgang Road – Enforcement Officer asked to report on latest situation.
S18/2188 – permission granted.
S19/0500 – permission granted.
Erection of Fence (Main Street)
Resident’s enquiry re parked truck in Church Road – reported to Highways LCC – advised to contact PCSO.
Church Clock – further information received on where current funding being received from.  Cllr Gilliatt proposed in view of response the Parish Council consider a donation of £1500, seconded Cllr Easey all in favour.  Parish Clerk to advise Churchwarden.
 
38/19 Planning –
S19/0686 – Erection of single storey outbuilding to house – exercise swimming pool with changing and plant room facilities at Manor Farm, 72 Main Street, Baston – no observations to make proposed Cllr Hutchins, seconded Cllr Morgan all in favour.
 
39/19 Finance –
    a) Report on balances and quarterly update.  New more workable spreadsheet to be set up.
    b) Payments to be made:
    i) Wendy Gray, Parish Clerk – May (S/O) - £346.63
    ii) WendyGray,Parish Clerk Expenses - £77.65
    iii) Abbie Burt – Community Cleaner April - £117.45
    iv) Welland and Deepings Internal Drainage Board - £3.75
    v) Unipart Dorman – re Speed Sign Service - £178.80
    vi) A Hutchins (Ladder/Speed Signs) - £331.00
    vii) A Hutchins (Safety Equipment) - £76.61

It was resolved that items (i) to (vii) be approved for payment.
Question – Do we do Electronic Banking – Parish Clerk to obtain information – agenda item for next meeting.
 
40/19 Highways – None.
 
41/19 Grasscutting – re Brudenell Close – LCC providing 2 safety cuts a year (metre in).  SKDC 6 cuts a year – no logic.
 
42/19 Village Concerns – None.
 
43/19 Street Furniture – Parish Clerk to obtain brochures for next month’s meeting to move forward.
 
44/19 Allotments – all allotments taken.
 
45/19 Correspondence – None.
 
56/19 Reports from Outside Bodies –
County and District Cllrs – Updated on local elections.
Planning re footpath – Sylvia is going to chase part of it the other part is County Council responsibility.
Second phase at Croft – idea is to surface section when we surface top footpath.
Hoping to organize meeting with Richard Davies (Highways for the County) early autumn when holidays finished.
Potholes being filled in –new system working quite well.
Congratulations to 5 Councillors and 2 new members.
South Lincs at Willow Tree Farm on 14th June.
Two benches on river bank.
 
Question re street light usage – SKDC on all night – off at midnight- what is saving?  Cllr Trollope-bellew will ask for information.
 
BPFMC – nothing to report.  Maint work in place. Fete 9th June (Tribute Band - Bob Wells Band)
 
Neighbourhood Panel – No meeting.
 
South Lincs – nothing to report.
