Minutes of the meeting of Baston Parish Council held on Thursday 13th June 2019 commencing at 8 pm
Present:    Cllrs:      A Hutchins, P Fidler, L Gilliatt, D Morgan, D Plant            
 
No members of the public in attendance.
                    
Open Forum – None.
61/19 Chairman’s Remarks – Cllr. Hutchins explained the reason for the teething problems with the village grass cutting and that these had now been overcome.
 
62/19 Apologies for absence & reasons given – Cllrs Easey and Kelly. Parish Clerk W Gray, District Cllrs Cooke and Trollope-bellew

64/19 Minutes of the last meeting – It was resolved that the minutes of the last meeting held 11th April 2019 be approved and signed as a true and accurate record.  Proposed Cllr Fidler, seconded Cllr Plant– (AH/LG/DM) all in favour.

7 Church Street - further email sent for clarification following Cllr Gilliatt and Hutchins comments to response.  No answer yet.
 
S15/0111 - land of Baston Outgang Road - emailed enforcement team to enquire what exactly is going on here (Section 73 Applic to vary condition 26 of planning permission S7/2751/13) - spoke with Felicity Webber Planning Officer - enforcement case is still open - she has requested someone from Enforcement updates us with situation.  Previous Enforcement Officer Shelly Delderfield has moved on.

S19/0968 8 Greatford Road. Cllr. Hutchins proposed no representations. seconded by Cllr. Fidler. All in favour.
S19/1040 (late entry) Red Brick Barn. Cllr. Hutchins proposed no representations. seconded by Cllr. Plant. All in favour.
S19/1049 (late entry) 123 Main Street. Cllr. Hutchins proposed no representations. seconded by Cllr. Fidler. All in favour.
 
67/19 Finance –
To sign off Annual Accounts:
i. To approve the Annual Governance Statement by resolution. Proposed by Cllr Hutchins, seconded by Cllr. Morgan. All in favour.
iii. Approve Accounting Statements by resolution. Proposed by Cllr. Plant, seconded by Cllr. Fidler. All in favour.
 
    a) Report on balances and quarterly update.  New more workable spreadsheet to be set up.
    b) Payments to be made:
    i) Wendy Gray, Parish Clerk – May (S/O) - £346.63
    ii) Abbie Burt – Community Cleaner May - £104.22
    iii) BDG Mowing (May) - £280.00
    iv) BPFMC (Precept Payment) - £1,100.00
    v) Eileen Mort – Village Tubs - £12.00
    vi) Zurich Insurance (renewal) - £376.95
It was resolved that items (i) to (vii) be approved for payment.
    c) Electronic Banking – Parish Clerk to obtain information for next meeting.
68/19 Quotation - Unipart Dorman £787.58 - The councillors thought that the repair cost was excessive. Can we establish whether the signs are still under warranty? - check with LRSP whether any other parishes had experienced early failure of these signs.
 
69/19 Old Defibrillator - The councillors unanimously decided to offer the old defibrillator for sale - check the average going price on ebay.
 
70/19 Highways – Cllr. Morgan reported that a hedgerow along the footpath from Hadrian Drive had become very overgrown and now covered half the width of the footpath - this is probably the responsibility of SKDC. Cllr. Morgan will confirm the exact location of the hedgerow. Cllr. Plant reported frequent speeding of vehicles along Main Street in the mornings - can we invite our local police to attend with a speed camera?

72/19 Village Concerns – None.
 
73/19 Street Furniture The councillors expressed a wish to replace all 5 existing bench seats in the village with new ones. The model chosen was the Phoenix by Glasdon https://uk.glasdon.com/seating/park-benches/phoenix-tm-recycled-material-seat at a price of £437.52 + VAT per seat. Proposed by Cllr. Gilliatt, seconded by Cllr. Morgan, all in favour. It was agreed not to pursue the issue of new bins any further. Cllr. Hutchins will research new noticeboards for the village to replace the existing ones.

BPFMC – Cllr. Hutchins reported that the annual village fete had been extremely successful and thanked the councillors for their support of the event.
 
Neighbourhood Panel – No meeting.
 
South Lincs – nothing to report.

Planning
New bench seats & noticeboard. Grass cutting - initial teething problems now eliminated. Defibrillator for sale.

80/19 Date of next meeting – The next meeting of the Parish Council will take place on Thursday 11th July 2019 at The Barn at 8 pm.  The meeting closed at 9.29 pm.
