Minutes of the meeting of Baston Parish Council held on Thursday 9th January 2020 commencing at 8 pm
Present:    Cllrs:      A Hutchins, B Easey, P Fidler, J Kelly, D Morgan, D Plant         
    7 members of the public were in attendance.
Open Forum –
Baston Outgang Road – what is happening there half built building now there.
Dyke – report from Community Cleaner lot of cans etc, encourage people not to throw their litter in there difficult for Community Cleaner to clear.  Perhaps a job for SKDC BIG Clean.
A15 Footpath – Larkfleet digging up layby – Pavement does not lead anywhere at this moment.  Condition was to provide footpath through layby to footpath on the A15.  Appears to be more of a grass verge (normally maintained by Mr Wyman) planned and approved by Highways.
Overgrown hedge round corner of Church Street into Main Street – up to house owner to trim back.
169/19 Chairman’s Remarks – Cllr Hutchins welcomed everyone to the meeting.  Sadly Liz Gilliatt has stood down from the Parish Council after several years’ service – the Parish Council expressed their thanks to Liz.
170/19 Apologies for absence & reasons given – Cllr Moss, District Cllr Trollope-bellew.
171/19 Disclosure of Interests – None.
172/19 Co-option of Councillor(s) – Proposed Cllr Hutchins, seconded Cllr Kelly that Patricia Hearne be duly co-opted onto the Parish Council all in agreement.
173/19 Minutes of the last meeting – It was resolved that the minutes of the last meeting held 14th November 2019 be approved and signed as a true and accurate record.  Proposed Cllr Kelly, seconded Cllr Fidler – all in agreement.  
174/19 Clerks report on matters outstanding – None.
175/19 Planning –
S19/2196 – Single storey side extension at 28A Main Street, Baston.  Proposed Cllr Plant, seconded Cllr Kelly, all in agreement – response “The Parish Council had no observations to make”.
176/19 Finance –
    a) Report on balances and quarterly update.   Up to date spreadsheet circulated to all Cllrs prior to meeting
    b) Payments to be made:
    i) Wendy Gray, Parish Clerk – November/December £346.63 (S/O) x 2
    ii) Wendy Gray, Parish Clerk Expenses £276.32
    iii) Community Cleaner November/December £65.68 x 2
    iv) BPFMC – Room Hire - £80.00
It was resolved that items (i) to (iv) be approved for payment.   Cllr Hutchins proposed, seconded Cllr Easey all in agreement.
177/19 Precept 2020/2021- Precept Request agreed for this next financial year £15,279) Cllr Plant proposed, seconded Cllr Kelly all in agreement.
178/19 Old Defibrillator – No interest shown – Cllr Hutchins will advertise on E.Bay for £300.
179/19 Highways – Bus Stop, Peterborough side overgrown vegetation means cannot see bus coming without stepping out onto road, fence panel (post falling over) dangerous condition.  Photos taken – to be referred to SKDC/Highways.
Reactive Signs (speed check) – Can one be moved towards Church Street and one towards A15!
180/19 Grass cutting – Part of Precept – return to cutting all grass in the village.
181/19 Village Wild Flower Reservation – Presentation by Amanda Jenkins of Lincolnshire Wildlife Trust.  Planting to encourage pollinators. Two areas in village proposed (Aveland Way).  Training at Willow Tree farm March/April – decide how to move project forward, manage and maintain.   For more information contact Cllr Fidler.
182/19 Village Concerns –
Planning Ref S19/1270 – going to enforcement.
New house on Church Street belonging to cottage – roadway over dyke – backing in and out creating traffic issue.  We need to monitor usage!
183/19 Street Furniture – seats – Meeting to be set up with Cllrs Hutchins and Easey with Mr Knibbs to move project forward i.e. refurbishment of what we have now before placing order for new.
184/19 Allotments – Invoices sent out – 1 still to pay, reminder to be sent.  1 allotment available.
185/19 Correspondence – None.
186/19 Reports from Outside Bodies –
District and County – None.
BPFMC – Addressing problem with driveway and car park.  Hope to have driveway re tarmac next week.
