Minutes of the meeting of Baston Parish Council held on Thursday 12th July 2018 at The Barn @ 20.00hrs.

No members of the public in attendance.
            
The meeting opened at 8 p.m.  Cllr Hutchins took the Chair in the absence of Cllr Affleck.
        
Open Forum – None.
67/18 Chairman’s Remarks – The Chairman welcomed everyone to meeting.  Correspondence with Larkfleet progressing with surface of pathway from Aveland Way to Church Street, no date set for works to be done.
Question asked – is there any chance a kissing gate will be installed?  
Resignation received from new councilor who joined us last month.

70/18 Application to become a member of Baston Parish Council - No new applications.  Leave as an agenda item.
 
71/18 Minutes of the last meeting – It was resolved that the minutes of the last meeting held 14h June 2018 be approved and signed as a true and accurate record.  Proposed Cllr Fidler, seconded Cllr Gilliatt - AH in favour, 2 abstentions PB/JK.
 
72/18 Clerks report on matters outstanding –
Tree on allotments overhanging property in need of some severe pruning – Parish Council responsibility – Cllr Hutchins recommended contacting Peter Plum (Tree Surgeon) who we have used before for an initial quote.
S18/1025, S18/1027, S18/1028 – permission granted 9th July 2018.
S18/0833 – permission granted 10th July2018.
S18/0832 – work allowed 6th July 2018.
 
73/18 Planning –
S18/1125 – Creation of causeway within existing lake to allow erection of perimeter otter exclusion fence at Baston Leisure Park, Baston Fen, Baston PE6 9PT
S18/1230 –Single storey rear extension and front porch at Hadrian House, 63 Main Street, Baston PE6 9PB
Proposed Cllr Hutchins, seconded Cllr Kelly, all in favour no representations to make on above applications.
 
Freemans – water has disappeared – response still awaited from planning (enforcement team).  Parish Clerk to pursue.
 
Driveway (over culvert) – although planning have been contacted and asked to investigate no response received.  Parish Clerk to pursue.
 
74/18 Finance –
    a) Report on balances and quarterly update – Programme in finals stages of updating – all transactions
since start new financial year (including this month’s payments now logged).  Once rollover complete copy will be sent to all Cllrs.
    b) Income received – None.
    c) Payments made:
    i) Wendy Gray, Parish Clerk – July £346.63
    ii) Wendy Gray, Parish Clerk – Expenses £67.13
    iii) Wendy Gray, Parish Clerk – reimbursement re Baston Rainbows £397.13
    iv) Abbie Burt – Community Cleaner June £93.96.  July £117.45 payable on receipt of timesheet
    v) BDG Mowing Contractors - Grass cutting  June/July - £960.00
    vi) Eileen Mort – Village Tubs £8.70
    vii) P Taylor – Internal Audit/Payroll £150.00
It was resolved that items (i) to (vii) be approved for payment.
 
St John’s Church would like to install a tap in Churchyard, request for donation towards cost – agenda item for next meeting.
 
75/18 - Highways –
Aveland Way to Denshire Court is going to be tarmac (phase 2).
Phase 1 will be put back to how it was.
Thetford Avenue Potholes – fixed yesterday but left gaps.  Request for all householders to report potholes as well as Parish Clerk – more enquiries may help speed up repair process.
 
76/18 Village Concerns –
Entrance to Hadrian Drive – large commercial sign appeared (Acorn Tree Care) dug hole and put post in.
 
77/18 Street Furniture – Cllr Cooke advised may be able to provide some re-conditioned furniture and will also provide details of SKDC supplier.
 
78/18 Allotments – At time of meeting one allotment still available – contacted second on list.  Following meeting allotment now taken.
 
79/18 Correspondence –
Request that tree branch clearance is done ASAP – dangerous for drivers when exiting onto main road.  LCC have been requested to cut back, further request reiterating how dangerous it is (with photos).  Cllr Hutchins will also ask our grass cutting contractor to have a look at what needs doing to see if they can help.
 
80/18 Reports from Outside Bodies –
County Council – Footpath No. 1 – LCC concerned with tarmac, who will take over responsibility of maint.
A15 meeting is now 2nd August at 3 p.m. –venue to be decided.
Travellers have moved on.
Response re Baston School – checked with highways colleagues and confirmed that have not issued permits or authorization for a pass system to be put in place.
No response on speed limits received yet.
 
District Council – Benches and bins – will arrange for pictures to be sent to Cllr Affleck and a brochure to be forwarded.
Road sign Aveland Way ordered.
On Line Lincolnshire scheme to improve broadband.
Big Clean still continues.
Community Fund £1000 Ward Councillors Budget.
Street lights owned by SKDC – any outages will be replaced with LEDs.  Conservations areas look at replacing with/going back to traditional street lights.
 
BPFMC – Planning permission granted for new storage facility, work should start mid-August.
 
Neighbourhood Panel – no report.
 
South Lincs – no report.
 
81/18 To agree items for the press release – Cllr Vacancies/Planning/Street Furniture/Reporting pot holes.
 
82/18 To resolve whether the Council move into Closed Session – Yes.
 
83/18 Any Other Business – None.
 
84/18 Date of next meeting – There is no meeting in August.  The Parish Council re reconvene on Thursday 13th September 2018 at The Barn at 8 pm.  The meeting closed at 9.15 p.m.
